Publication of an ERC operational guide in New Caledonia
The Pacific Community (SPC), in partnership with the three Caledonian provinces, is publishing an operational guide to strengthen the practice of environmental impact assessments for projects and the implementation of the “Avoid-Reduce-Compensate” (ARC) sequence in New Caledonia.
The fruit of joint work between the SPC and the relevant institutions of New Caledonia, and developed through an open participatory process, the guide published today offers technical and regulatory assistance for impact study and ARC sequence practitioners for planning and development projects.
The guide’s preparation was coordinated by the SPC as part of the RESCCUE project (restoration of ecosystem services, and adaptation to climate change), funded by the French Development Agency (AFD) and the French Facility for Global Environment (FFEM), with the support of the INTEGRE project (territories initiative for regional management of the environment), funded by the European Union.
The guide was written by Biotope (Mathieu Souquet & Nancy Sibora) following an in-depth inspection and the concerted development of a roadmap to strengthen the “ARC” sequence in New Caledonia (developed by the Biotope grouping with ENVIE and Natura Legis) in which the institutions concerned identified priorities, including the production of a guide.
